Interesting last statement, maybe all the more reason why some residents should take a more proactive role in how Govt effects their daily life. Hmmmmmmm.

PR is an "unincorporated, organized territory of the US with commonwealth status; policy relations between Puerto Rico and the US conducted under the jurisdiction of the Office of the President " while they may have a few minor differences with us i.e. PR is not outside the US Customs zone like we are. Puerto Ricans are US citizens by birth who have no vote for president and their delegate to Congress has no vote that counts on the house floor except in committee and like us they are at the whim of Congress. Call it what you want territory or "Commonwealth" they are in effect a US colony.

PR has a constitution which puts them in a Commonwealth Status and makes them eligible for statehood. They are considered self Governed. Without a constitution the VI can't attain Commonwealth status or Statehood. In effect PR is a US Colony but closer to statehood than the USVI. If you Remember President Ford wanted to make PR a State. The Problem was and is that a bill would create more Senators which they don't want to do, or give up 2 seats based on population and redistrict, (fat chance of that).
