I do not believe the VI opted out for Obamacare, I don't think the territories were included in the first place. The question is why.

If you read on I suppose it was the better choice. We will never know. I realize that as a territory we couldn't not get what the states got without finding a state to partner with. All pretty crazy to me.

Before, people got "free" medical care by showing up at the ER. Now, medical assistance will pay for part of the cost and the people who can't get insurance will have to get "free" health medical care.
