I am sure the USCG will be involved in the investigation and if he holds a USCG license there are mandated tests and requirements to be met after an incident as serious as this.

They say he blew .0118 .

Isn't .08 the lower limit?

The legal limit for a commercial boat captain with passengers is 0.0.

A friend of mine, who works by the boardwalk, told me about the incident. Then while talking to him I seen a Coast Guard boat pass by. I was down there in the evening.

So much for Ho, Ho Ho and a bottle of rum!
He can lose his license for those infractions.

All things considered, the guy did get them back to the dock, unhurt, before the boat sunk. The tourist will have a great vacation story to tell.
Stuff happens!
