What sort of investment? Real estate? Are there muni or emerging market funds specific to these locations?

It has to do with Monetary safety for example in countries like the dominican republic if you put a down payment on a pre-construction you are pretty much on your own if the developer goes Bankrupt flees the project or simply does not completed your money is not protected. USVI and Puerto rico being part of the US have the legal structure to gurantee investment and commerce at all levels.
