One of the reasons I love it here so much is the small town feel (though that is changing too). I was sorry to see former Governor Juan Luis had passed on. I first came here in 1990. so I didn't know much about the governor, who was already out of office by then. About 2005, I was at Plaza in line behind an older man who was having trouble getting his check authorized (store electronic problems). The man was very polite and patient and talked to a few people while he was waiting.

When he went out the door, the lady behind me said," you know who that was?" I said I didn't. She said it was the"old governor, the guy who started the hospital and a bunch of other stuff"". We talked more and I found that he was a regular, no security, no hangers on, just an older man going to the store. It speaks well for him and the community.

Best Virgin Islands governor in my opinion by far. His accomplishments stand for themselves. There has not been as much infrastructure development under any other governor.
