Was this ever resolved? Did electric go down? This seems crazy to me. Anyone care to update?

No, electric hasn't gone down. A lot of places don't need A/C. I don't & have never missed it & have a nice breeze most of the time plus ceiling fans. I have a switch on my hot water heater so I don't have it on 24/7. I use those energy efficient light bulbs that put out 100 watts for 25 watts (get them on ebay - TONS cheaper) & my electric bill is around $110.00-$130.00/month and that is with a higher commercial rate since my condo association cannot get WAPA to give us the residential rate.

The average cost per kwh did go down a little in the last two months with an LEAC adjustment temporarily discontinued but it didn't amount to anything significant.

This time of year most locals are not using their a/c, which was a huge part of the cost last summer. Brr, in fact it is downright chilly today.

Are you all owners or renters? I would be renting a 1 bedroom, most likely. There is no way I can afford an electric bill that is as much as rent! Are there any apartments that include electric or is that a pipe dream?

I'm an owner of a 2 bedroom/2 bath condo. Also have my own washer & dryer so the price I quoted above includes running those too. Our commercial rate went up the last couple of months here but residential is cheaper. I think a lot of the "utilities included" places are sometimes studios on the landlord's property.

I'm on STX, but I'm assuming prices are similar for WAPA at least? I have a one bedroom apartment w/ two ceiling fans, 1 big floor fan, computer, tv and a gas stove. WAPA costs on average $60-70 per month. Summer it can go up to 80-90 but that's because I work all night and sleep during the day and max out the fans.
