Does anyone know what is involved in obtaining a handicapped parking permit/sticker, particularly for St Croix?

You'll need the form from DMV. A doctor has to verify that you need the permit. I believe that's all you'll need. And pay the fee..

Not that a permit matters, people park in handicap spaces all the time without them, with no fear of getting ticketed.

And people get stickers without a lick of evidence of a handicap.

I love the people that have the trucks that you need a step ladder to get into or the corvette that you need to pull yourself out of, park in the handicap spots. Must be a mental handicap as your physically ok from what I can see.

but please remember not all handicaps are visible, and some people who have autoimmune diseases or other illenesses could be debilitated one day and fine the next.

Very true.
I was considering getting one but will wait until I'm stateside.
My back is bad and after a couple hours on my feet, walking around,
I'm in considerable pain. No over the counter meds work. Tried them all.

My Mom didn't look handicapped for a long while, and had no problems getting in or out of large vehicles. But the trips to and from the car were a painful struggle. I really hated the judgemental looks (and some comments), especially when they came from visibly handicapped people, who should have known better. It was really hurtful to my Mom, who hated the notion that she even needed a sticker in the first place. You don't have to look the part to get the role.
