I just got my refund check, with interest, which I calculated at about 6.1%.
I filed on 3/1/11 for a refund of $622. The refund check was dated 8/17/11, for $629.96. Assuming they paid interest starting 6/1/11, as stated in various news articles, then the interest rate was about 6.1%, in spite of the news articles stating that IRB pays interest of 4%.
