We are moving to St Croix next week, who, in your opinion, is the best internet and TV provider?

BBVI is a mostly reliable internet provider but right now during peak periods you may get less than 2meg download speed. During off peak hours you can get 15 or more. Innovative is the local cable company and they seem to be on par with BBVI as far as reliability but you get the speed you pay for there. If you pay for 12meg, then you will have 12 meg all the time. That has been my experience.
I have Innovative for cable and the signal can be pixelated at times. The DVR service is not all that great. Too many times I have DVR'ed something and it won't play back at all.
