Is Emancipation Day a Real Holiday?

Just a quick question for the board (bored):

Is Emancipation Day July 3rd a real stat holiday in the VI where staff must be given the day off or is it just one of the quasi holidays where some show up for work and others don't, like Bread & Bull Day?

Do employers have to pay staff for this day?

Let me know your thoughts.

If your ancestors had been enslaved, Emancipation Day would be a real celebration and important for you.

Most businesses are open on the 3rd, same can be said for the 4th.  Our condo staff works on the 3rd and has the 4th off.  For private business, holidays are up to the employer.
