I'm shipping a car back to the states and need to get it squeaky clean (no "foreign" soil). Can anyone recommend some place that will wash the underside of the car? Thanks.

Virgin Islands soil is not foreign soil.

Why worry.

Note the "quotes". To the USDA, Virgin Island soil is foreign soil and they will impound the car if it isn't clean.

Transshipment instructions for vehicles going from the USVI to the mainland are pretty clear on all shippers' websites, viz:
"Vehicle must be clean upon delivery, no mud, they will inspect for dirt and mud including the wheel wells."

Off the top of my head I'm sure any garage with a lift and hose can do the job.

If you're on STX the guy at Gas City in LaGrande Princess does a very thorough job.
