Are you sure the columns were poured?
Rebar is sticking out of the slab edge, bar isn't tied all the way up, the concrete perfectly failed at the slab and there is no cement on the rebar only rust, I'd think this was a house under construction

during certain hurricanes, nothing you build with will be 100 hurricane proof.
