It is only my opinion, but no matter how well cisterns are constructed they eventually develop tiny cracks which allows water to slowly seep out of the cistern. This is because of the hundreds of earthquake tremors per month that occur in the region. We installed an NSF 25mil PVC liner system last November (fits inside the cistern like a huge membrane). http://www.dlmplastics.com/ is the web site of the company where we had our custom made cistern liner made.

All in all the villa you are building looks very impressive.

I have a friend on STT that has built 2 deltec homes. He said that 50% of the work is in the foundations.
