Obamacare in VI?

I'm curious how Obamacare will be implemented in the VI. I read US territories do not have to comply with insurance but has option to expand Medicaid/Mediacre instead if I'm correct in remembering article. What are single, self-employed US citizens supposed to do for health insurance if they don't quality for Medicare? I heard there is no private health insurance for single self-employed persons at all. I did see a June thread on this after I posted so sorry for duplicate. But still important. Thanks.
