Probably WAPA still trying to start the propane converted turbines using 21st century technology on 20th century equipment. I was told today that they are still running on fuel oil while the propane just sits in the tanks.

The conversion isn't expected to be completed until July.

Unit 20's conversion was finished but was Unit 16's? That had to be done before STX was fully powered. I believe STT conversion is still scheduled for conversion by end of July.
