Are there any surf breaks on St.Croix? Does anyone surf there? If so, what is the quality and consistency?

I've heard you can surf at Salt River Bay. They waves aren't real big. There's also a place or two on the south side you can surf, but they are private property.

I have seen them surf at the upper end of condo row, just south of ST C condos. But the surf was only about 3 feet.

there is a lot of kite surfing. You might have fun giving that a try. I've seen kite surfers ripping faster than boats and riding their boards from the STX all the way out to Buck Island. There are many locations on STX where you will see kite surfers out having fun on any given day, both north and south shores. Just watch out for those barrier reefs, as they do have areas that stick up out of the sea!
