The last paragraph leaves me with concern. It states "could" lower costs, not will.
We have all the resources to become self-providers, so what is the problem with going forward? Puerto Rico still uses oil to produce energy, they are planning to go green, but not green yet.
Puerto Rico is also displeased with USVI taking Diageo. Would it not be possible for this electric deal to go sour?
