Perhaps we can be supportive of someone who is trying to make things better here. People make mistakes, we all do. I welcome the chance for an improvement to our current WAPA situation.

HA!

Sorry that's about all I can say about TIBAR is that the VI Gov. seems always ready and willing to jump into bed with any shady group of CHARACTERS THAT HAVE NO PROVEN TRACK RECORDS (EXCEPT JAIL TIMES SERVED) AND WE'VE ALL SEEN HOW WELL THAT HAS SERVED OUR ISLANDS IN THE PAST! Hope I am wrong.

So they are here todo business, yeah thats true.

Guess what, that's what capitalism is all about, the need for altruism is nil since we focus on greed (money) and scarcity ("economy" even if hte scarcity is false). This is how the system works and they are working with in the system (as far as we know); they might do something good for the island, it seems that even if they do very little they will bring some jobs and help some animals out.

So... what exactly is the issue here again?

its more like the fox is getting hens granted to him from other foxes that built the hen house and are guarding the doors to it.

You’re looking at the wrong fox here.....

we need to scrutinize the SOURCE foxes, not the symptom foxes (not sure if I took that metaphor a little to far or not...)

foxes= government officials who are making obviously wreck less choices to give these shady people money. A reasonable person would assume they are receiving something for making such an obviously wrong choice. It boggles the mind to believe any official would be that innocently stupid.

that’s closer to where the bull’s-eye should be placed.

I don't blame the military uniform makers for war, I don't even blame the individual soldiers... these are just symptoms of a bigger issue.

there is an issue here, but it's not Tibbar nor their dealings.

I'd say the issue is much the same here as the rest of the US:

Apathy
Poor education
Misdirection / Misleading / Fraud perpetuated by "officials" (government)
Lack of transparency where things should be most transparent
Lack of personal responsibility by almost all involved (citizens and government)
Entitlement attitude by almost all involved
Lack of empathy

Generally, No one (Other than someone like GERS) will finance the project without an EPC guaranteeing both the cost and output. The firm Tibbar has listed on their website isn't a functioning JV anymore.

Ideally Tibbar would sell the rights to someone that can close this deal

Yup I sure am; but my direction is much more altruistic.

You're painting a pretty picture of corruption and shady dealings; it matches perfectly with the canvas and frame here in the USVI, I don't see why we allow wapa to continue to charge the rates they do for the service that is provided and then worry about another company that would have a hard time doing "worse".

I would not lend them money, I don't think anyone should; but I will not try to stop them from their work either, the benefits out weigh the risks given the situation here on these islands.

Our Government continues to make bad decisions and no background checks.
I doubt very seriously that they could have gotten the backing for a project such as this
stateside with the principal's questionable history, inexperience in such a project and criminal background.
