Does anyone know who reglulates the boat moorings in front of wharfside village on St. John ? We have a charter boat that we would like to moor there.

The moorings there are normal DPNR moorings and have nothing to do with Wharfside Village.
There is no space for new moorings there either. The DPNR won't let you put down a new ball there.
Most of those boats are live aboards and they'll have no problem telling you that you can't park a boat there approximately 3.4 seconds after you pull in.
