in the islands when Fidel Castro dies and Cuba eventually opens its doors? Do the people higher up responsible for tourism in the USVI have any plans?

Cuba is as open as it can be already. Thousands of American tourists flock there illegally every month! Tourists today like variety. Some may be curious, but most don't really like to stray from the good old US of A. We do need to improve our product and I am sure the powers to be are working on it. If they would only focus, it would be great!
