Car Insurance on St Thomas?

Was wondering if it is a law on St Thomas that you need car insurance or not? I am going to get it either way.
I was also wondering about a driving license. I have a current valid MA driving license. Will I have to take a test or anything to change it when I get on the island or is it more of you fill out a form and send it in?

You have to have car insurance and, after 90 days of living here, you must get a VI drivers license. No test, but you have to do it in person. Search for details, we talk about this a lot.
