Certificate of occupancy?

We are planning a PMV to STT and STJ in the next month. I have been looking at a lot of properties, etc for sale. Some mention a "CO" (certificate of occupancy) already available, others do not. What is this? How do you get one, How much are they? If anyone has info would love to hear it.

Okay, so I have been explained to by my Mom...that a CO is after all inspections have been done for occupancy. So the properties with expired or pending...have been vacant for a while, I guess. Thanks for looking.

You get a CO after construction, that's all.
