My suggestion, go to Cane Bay and hang out at the dive shop area. When you see others gearing up. ask if you can join them. Not customers that are paying for a guided tour but many locals gear up on the deck or in the parking lot. Especially on week ends.
Once the dive is over, you may have new dive friends.

My husband and I are experienced divers.........Check on the west end in Frederiksted @ N2theBlue Dive Adventures....great crew and fantastic dives..............

They are great but I think he wanted a dive buddy so he would not have to pay for a guided tour.
Early Sat and Sun mornings a lot of divers leave from around N2theBlue to dive the pier, so you could maybe meet people there.
Join Crabbs Dive club. They are a very active group with many of them also diving during the week.
