Ah, which state do you reside in, and for which state are you asking about renwal by mail? I'd suggest an online search for the sate's DMV website, which would more than likely answer your question.

Hello Yvette,

You can not renew a VI license by mail; the license holder must be present to renew it. If you aren't going to be home for a while you can find out the procedure in your city/state for switching your VI license to the state's license - in some cases its just a matter of filling in some paperwork, presenting social security card and giving up present out-of-state license and in other cases you may need to take the driving or written test - you'd need to check with your local DMV. When you return home you can surrender your stateside license and get back a VI license. If you want to call a DMV in the VI to double check, the number in St. Thomas is 340-774-5765.

In most states if you get a new license BEFORE your's expires it is much easier - and usually you can skip the actual driving test 😉

In STX when we tried to get my husband's license renewed, they needed his birth certificate, SS card, his old Drivers license AND an eye test.
Since we had just sent his Birth cert off with our passport request, we didn't have it, so now his license has expired. We ordered a new birth certificate a month ago and it still hasn't gotten here yet. We called the state who mailed it out and they mailed it out a month ago. Who knows where it is now. Ahhhh the joys of the STX postal service.

Aaah, yes. The eternal Catch-22 conundrum. You can't get a passport without sending off our birth certificate... but you can't do much of anything here (or travel) without that birth certificate until it and your passport come back. So you pretty much have to live in a vaccuum for the month or two or three until the passport office does their thing. That really does stink about his license expiring in the mean while!

Before leaving the States, we ordered 3 copies of certified birth certificates for both me and my husband so that we wouldn't run into this scenario. Haven't had to use them, but it's one more thing to think about before moving...also, it seems to be quicker to get a passport while you're on the mainland. Yes, it's one more thing to think about and handle before a move...and it's one less thing to try to deal with after you arrive!

Can you get another license online from wherever you came from, even though it's expired? The state we came from grants you either a 30 or 60 day grace period and they will use your old photo if it is not more than 4 years old....it's worth a try anyway...

smart move Becky - we did the same and actually had to use a copy.
I would advise anyone travelling from the States to do this. Make sure they are certified copies though.
