Panhandlers

I went to Pueblo with my boyfriend, he jumped out of the car to get some soda, and I stayed in the car, this guy came up to my rolled up window and asked for two dollars, I shook my head no cause the guy really freaked me out and he just stood there talking some gibberish I couldn't understand and wouldn't go away. I HATE that! I wish there was something that could be done about it.

They are annoying, but a quick look at the VI Code and didn't see anything about panhandling or begging. It appears that the only applicaple VI law is vagrancy

(16) loiters or remains in or about any public building or facility, including a local or federal government building, a warehouse, place of business or worship, transportation facility, hotel or guesthouse, without apparent legitimate purpose or business therein and, in so doing, obstructs or interferes with the legitimate business of another person, or intentionally annoys or harasses such other perso

I generally give them some change but not every time they ask and not if they are acting impaired

Two dolla man! He's persistent. I've seen him stand his ground in the face of 4 dogs and a machete.'

As annoying as they are, I've never heard of any of them men hurting anyone. I'm sure someone will correct me if I'm wrong. I don't give them anything. I feel like that encourages begging, and there are other ways for them to get help.

Bombi: I believe that the jail would be full to the brim if that law was even enforced!;)

I helped out on the homeless connect a couple weeks ago on St John. They gave us a number to keep with us in order to pass it on when you are approached by homeless or hungry people. Its the Catholic Charities and their number and location is : 9A Hospital Ground, St. Thomas, VI Phone (340) 774-HOME (4663). They can help them connect with services they need. Better yet, offer to make the call for them!

Please consider at least writing the number and address down and pass it along when you see or are approached by people needing obvious help with mental issues, hunger, health issues or homelessness.... you may just help change their life!
