Police officer positions and foster parenting

I wrote earlier asking about employment as a police officer. My wife wanted me to ask about foster parenting. We are foster parents currently and we were wondering if there is any need there. This will not affect our move as it is something we would most likely pursue at a later date. We were discussing the topic and realized neither of us were sure if there even was foster care in the VI. Any information on the topic is appreciated.
