The article was not completely clear to me. Is the restriction only in federal waters, 3 miles from shore and out?

Can conch be harvested within the 3 miles from shore?

Clarification would be appreciated.

Don't take conch, period, during this timeframe.

If they catch you, they fine you.
People should have some integrity.
Season's closed, as of June 1, don't take any conch.
Report it, if you see someone doing so.

Enforcement, unfortunately, will probably be spotty at best.
It's really too bad that it needs to be enforced at all given that the whole idea of the restricted season is to insure that we have conch for years to come.
