SHIPPING A VEHICLE

I'm thinking about a shipping my car to STX and it looks like I'm going to have to pay a customs duty.
I see they are basing thie tax on value.
Does anyone know if it is 1. orginal purchase price ? 2. current retail value ? 3. Wholesale / trade in value

However the blue book gives the wholsale and retail values, big difference in price:S

They do not use retail, they use private party type value. Only used car dealers are crazy enough to try and get retail value. It's not actually kelly bluebook that they use but something similar.
