How does a person get a curfew pass?
One works for the police, hospital, VITEMA, etc...
For those who are wondering: Curfews are imposed after a damaging storm goes through, and almost nobody is allowed on the streets. I think it's for safety reasons, to prevent people from driving or walking into downed objects, and maybe to prevent looting. For Omar on STX in mid-October 2008, if my memory serves, curfew was dusk to dawn for the few couple of nights, then it started later and later each evening, and after about a week, it was removed.
I think we have had a few curfews BEFORE storms, anticipating that bad guys might be out and about. If you DO have a get out of jail card, I mean curfew pass, it's a good idea to walk with it...;)
They also issue a few to the hotels so that their early and late shifts can get to work and home again. Although after Omar one of our Front Desk agents was stopped on the way home. She asked the officer if what she was wearing looked like something she'd be wearing if she'd not just came from work? He let her go on home. lol.
At NHC, the 5pm forecast has Hurricane Earl tracking more to the north than before. PR and STX now have a Tropical Storm Warning (STX was a Hurricane Warning before, I think), and the rest of the VI have a Hurricane Warning.
Also, the NHC blurb is: "...EARL STRENGTHENS...HEADING TOWARD THE NORTHERNMOST LEEWARD ISLANDS...CONDITIONS DETERIORATING SOON... " I was hoping that, since "conditions are favorable for development" is bad, then "conditions deteriorating soon" would be good, but I don't think so!

I'm not sure what you're looking at, Bob. The USVI have been and continue to be under a hurricane watch and a tropical storm warning. No hurricane warnings have been issued for the USVI. The watches and warnings for St Thomas, St John, and St Croix are one and the same.

Now that I look closer at the coloring, PR/STX are simultaneously under a Hurricane Watch / Tropical Storm Warning (pink/blue), and the rest of the VI is under a Hurricane Warning (red)

Ah...OK. They have St Thomas and St John painted red on that graphic but a hurricane warning has not been issued for the USVI. If Earl doesn't gain some latitude soon though, that may yet change!
Just read about the flash flood watch for C'sted. So where's the best place to park in Gallows Bay and not be washed away (if that's even possible)? Gotta go to work in the morning...

aussie: We had the watch all day yesterday, so the warning shouldn't be a surprise. These early feeder bands have been a surprise though. Earl is doing some pruning of the landscape over here.
Rules to remember:
Wear sturdy, closed toed shoes.
Don't go outside in the gusts.
Stay focused.
When it is time to clean up, start at your front porch and work out.

The only surprise here is that they waited so long to issue the warning. I think NHC was banking on a more northerly track. Hurricane warnings do not necessarily follow hurricane watches.

have had power all day in rain forest STX (knocking on wood)
WAPA still out on Beeston Hill STX Feeder 3. It went out at 6:30am Monday and has been out ever since. Not much damage and no downed lines here.
We finally got power back a couple of hours ago in Anna's Hope. Very happy. I needed a shower 😉
