Spear Fishing

I read on the USVI fishing rules and regulation site that it is "It is illegal to spear fish for lobsters in all Territorial waters." I am assuming that that is a typo and that it is supposed to mean fish Or lobsters. Is this true? If so, what defines territorial waters?

you can spearfish for fish. You aren't supposed to spearfish for lobsters. You can catch lobsters by hand or with a snare. Don't take the females (often have orange egg sacks on their bellies) or the smallish spiny lobsters. Leave them to grow since they get enormous. Spotted lobsters don't get very big even full grown.
