My residential WAPA bill is zero since I went solar recently so I've stopped complaining about that. The cost of WAPA for my business has always been factored into the cost of goods so that has never really been much of an issue for me because we've been able to be more conservative with electricity when it was higher.

The rate on my July residential WAPA bill was about 18.0% lower than on my June bill.

June rate: $0.392/KWHr
July rate: $0.321/KWHr
Difference: $0.071/KWHr *

The rate was calculated as (total bill minus flat Customer Charge) / usage.

* From June to July, the Fuel Charge went down about 9 cents, but they added an RFM Surch of about 2 cents.
