Does anyone know why they stopped work? I see it is nicely graded and everything just needs to be paved, I can just imagine with all this rain washing away all that hard work the guys did.

Project was organized in phases, the first two of which are complete. They "said" the third phase, which is paving, was to commence seamlessly after phase 2 which was intersections, curb-and-gutter, and tie-ins at each end. For whatever reason, that didn't happen, but I expect they will complete the project more or less on schedule. What the heck, it's only been 38 years getting to this point.

Given this conversation, I thought you all would get a kick out of the article below (I know I did). It's from a 1969 issue of the Daily News, in which the STX Chamber of Commerce states a list of "pressing problems" on the island that need to be addressed. Guess what one of the problems was? And that was 42 years ago!

They stopped because they ran out of money. Of course, the fact that our government is beyond inept doesn't exactly help matters lol.
