How can the NPS restrict access to the beaches and tell us we can't swim or stop our boats in NPS waters?
Does not VI law forbid this? How can they own the ocean?

Because that's their mandate. They control access to the beaches under their jurisdiction and the surrounding waters are also included up to a certain distance from the waterline. They also install and maintain the moorings. Federal law supersedes local law. The NPS websites are currently down because of the general shutdown but when they come back up again you can read all about it.

As terrible as it is that all of our park beaches and waters are currently inaccessible, affecting the livelihood and vacations of many, this is the bigger problem:

"According to the Government House statement, the Department of Health’s Women, Infants and Children (WIC) program has been affected by the shutdown. Any check given to WIC participants with an Oct. 2013 date cannot be cashed, and no food or other benefits will be given out until the shutdown is over, the statement said."

This means there are kids whose parents cannot buy them food. Yes, really.

According to the article:

"According to FitzGerald, the park will keep people off its property because if people got injured while visiting a beach or other facility while the park was closed, the park would be liable."

I see from some accounts that people yesterday were pushing aside the barriers and going to the STJ beaches anyway.

i saw something on the news yesterday about wic, the girl who had a child said she might actually have to get a job and not go to school full time. because of the shutdown. now that pisses me off. she is upset because she might have to get a job. does she know how many people work full time, go to school part time and still raise their children with no help. good grief.

Here's a couple other impacts:

Internal Revenue Service (IRS)
The IRS is closed and has suspended the processing of all forms, including tax return transcripts (Form 4506T). These transcripts are required for many kinds of loans, including FHA and VA, so delays can be expected if the shutdown is protracted.

Social Security Administration (SSA)
The Social Security Administration is closed and has suspended most customer service functions. According to the SSA Contingency Plan, verifying Social Security numbers through the Consent Based SSN Verification Service will also be suspended during the shutdown, a further complication

And many companies can't hire people because background checks are stopped. This dumb thing truly has brought our stateside economy to a partial standstill.

Obama ordered the closures, even of some places that are privately owned and operated. It is a show. The presidents golf course is still open, his private jet is still working , and, his private chefs are still on call. When the dog and pony show is over someone will have filled their pockets with money and most people will never realize they have been robbed. BTW the IRS is still collecting money, but not issueing any refunds. Put 2 and 2 together it is not what it seems.

So the officers playing golf is "essential" while the WW!! vets are threatened with arrest at memorials and we can't use the playground by the national park.

If all someone can do is post links to support their claims without (a) having properly read those articles themselves and sifted the wheat from the chaff and (b) assumes that the links themselves are sufficient unto themselves and thus negate any substantive forum discussion, that someone has way too much time on their hands and not much of a steady leg to stand on.
