Don't have time to read the entire report, but wonder where VI would rank on this list?

Why not? It should be on a list of worst managed something! They'll never do a worst managed territory.

Given the criteria:

Violent crime, poverty rate, high school graduation rate, credit rating, population

USVI isn't looking too good....

The Poverty Rate is 36.5%, That is more than one third of your tax base population, How many of the Servers and Bartenders really file a tax return.
Do You think everybody works on the books in the usvi?:-o It's all about collecting the money, How the money is spent is another story.:-)

I would say that most service industry personnel do file tax returns - almost all tip money is left on credit cards these days - and few businesses can absorb that taxable and very trackable income by paying off the books - in the past that was not usually the case and working 'under the table' was more common.

Oops! My bad -- I thought the list was for the best cities only. Now I see that the VI indeed would make the list.
