Healthcare International covers usvi. You can't start if you are 70 or older but the coverage is very reasonable--as in, a 45 yr old gets basic coverage for less than $100 a month. I used them for 3 years with no issues. They are based in London.

The Healthcare International plan is Expatriate Health Insurance. US citizens living in a US Territory are not expatriates and therefore would not eligible according to the plan provisions. Also, they are not a licensed insurance carrier in the USVI. I would suggest that anyone considering this call the Division of Banking & Insurance first.
